Hi there My name is Napapon
 I had an instance where the computer froze and the only way I could do anything was reset the computer. The result was when I re-loaded the Tournament Director, it showed game over.

What is the correct way to recover a tournament when you have to reset the computer?

If your tournament was saved, the only proper way is to simply load the saved tournament.  It should continue right where you left off when at the time of save.
