I'm sure that most French users should appraciate a French Translation.  ;)

il existe un sur soit sur les forums ou le site principale du TD. C'est francais du France donc si tu vien de Quebec tu risque d'avoir un peu de misere. J'ai installer la version francais ici a la job et les francais ici prefere en anglais. Je vais l;a trouver et laisser des instructions pour l'installation

Alors on clique sur le lien et il va s'installer dans ton TD. Une fois l'installation est complete on peut changer TD 'sur le fly'. Choisi Preferences et ensuite cliquer sur le bouton 'Language'. Le fenetre qui parrait vous laisse l'option de les langues installer.
Hesite pas de comunique ici en francais. Je passe les forums a tous les jours pour aider les autres.

Le lien vous donne un exe pour installer le francais pour votre TD, mais la programmation etait fait pour TD2. Apres avoir demarrer l'installation vous aura le choix de l'endroit de l'installation. Vous devez changer le 2 pour un 3 et ca va installer comme faut. Jai pas toute regarder le TD mais il se peut qu'il aura des choses non traduit. Si il y a des choses non traduit je vais le faire dans mon temps libre et le mettre sur le site du TD

I hadn't realized that the language packs will not automatically find the correct install folder for version 3.  I'll have to make a note of that and figure out how to deal with it.

The language pack I tried to install want to install into Program Files/The Tournament Director 2/

Yes, they are hard coded to look for your current install folder, and then fall back on the default install folder.  But it has changed for version 3, so now there could be 2 install folders and 2 fall back install folders.  Easy to work around as you noted since you can manually change the install folder, but I wonder if there's something I can do to make it easier or more automatic.
