Can TD automatically detect and set the resolution of the extended display???

Nope.  Hence the need for you to set it manually.  But it does save those settings as part of your preferences, so you shouldn't have to change them again ... unless you frequently change the resolution of your extended display.

I don't change the resolution, I just thought it might be easier for newer folks to TD.

Without a doubt.  I wish I could get that information, but it's just not available (as far as I am aware) without something along the lines of an Active-X control, which is a path I am extremely reluctant to go down.

I set tournaments up on one computer and put on to another one for when i run a game and they are different size screens, How do you set the preferences?

In Preferences>Extended Display. On this dialog box you can set the resolution of your display and also set the static position of the game window by using set coordinates or nudging it in a set amount of pixels (set by the user) in any direction (up, down, left or right)
