Quick Forumla help please

I've been trying to figure this out for myself, but I'm sporting this face now :-\

Would like the formula for the following league point system:

Everyone get's 2 points just for playing.

Top 16 points allocated thusly:

16 - 3
15 - 4
14 - 5
13 - 6
12 - 7
11 - 8
10 - 9
9 - 10
8 - 11
7 - 12
6 - 13
5 - 14
4 - 15
3 - 16
2 - 18
1 - 21

Hope that makes sense, any help greatly appreciated.

Try this

2=IF(r<17,17-r,0)=switch(r,1,3,2,1)

And change the = to +
