Title: Sound for specific player

Is there anyway of assigning a specific sound to a player when he / she breaks out?

No

There are basically two ways to assign bust out sounds.  You can just add a bunch and it will randomly play one of the sounds, or you can set each sound to play on the nthperson to bust out.
