Can I use Dreamweaver 8 or another program to design a layout?

Hey everyone, I have very little experience with HTML, but have a couple webdesign programs.  Would any of them work in making a layout?

I haven't personally looked at tourney screen customization in detail yet.  But if it's all HTML based - I wouldn't see why not.   Saying that -  notepad would probably work great as well.

Forget what I said.

It's been a little while since I've played around with the layouts in TD -  and it's not just importing an entire HTML code into the program for the layout.

So - I change my answer - I don't think you can do a layout with a typical Web Design program
