Help Me / Automatic seating of players at buy-in

I'm playing around with the automatically seating of players at buy-in, and in the help file it states that "Table balancing" is not considered at this time.  This is true when buying in a player from the 'players' tab, but not when using ctrl-a on the pre-tournament page.  I'm I missing something, or is it not supposed to work from the pre-tournament page?
