4 empty rows present on new screen/ Drag and drop a 5th in between all the other rows

Thanks for posting the how-to.  I wish I could reproduce it.  Are you able to reproduce it consistently?

If anyone else runs into this and can successfully reproduce it, please speak up.

The error appeared several times in a row. I loaded another layout then came back to the one I was working on and it the error didn't reappear
